ਸਿਟੀ ਆਫ ਸਰੀ ਨੇ ਪਹਿਲਾ ਐਥਿਕਸ ਕਮਿਸ਼ਨਰ ਥਾਪਿਆ

ਸਰੀ ਸਿਟੀ ਕੌਂਸਲ ਨੇ ਸਿਟੀ ਹਾਲ 'ਚ ਪਾਰਦਰਸ਼ਤਾ, ਜਵਾਬਦੇਹੀ ਅਤੇ ਸ਼ਿਕਾਇਤਾਂ ਦੇਖ-ਸੁਣ ਕੇ ਸਿਟੀ ਹਾਲ ਨੂੰ ਸਭ ਲਈ ਇੱਕੋ ਜਿਹਾ ਬਣਾਉਣ ਵਾਸਤੇ ਐਥਿਕਸ ਕਮਿਸ਼ਨਰ ਥਾਪ ਦਿੱਤਾ ਹੈ। ਰੀਸ ਹਾਰਡਿੰਗ, ਜੋ ਕਿ ਕਿੱਤੇ ਵਜੋਂ ਵਕੀਲ ਹਨ ਅਤੇ ਮਿਊਂਸਪਲ ਕਨੂੰਨਾਂ ਦੀ ਕਾਫੀ ਮੁਹਾਰਤ ਰੱਖਦੇ ਹਨ, ਦੀ ਇਸ ਅਹੁਦੇ ਵਾਸਤੇ ਚੋਣ ਕੀਤੀ ਗਈ ਹੈ। ਇਸ ਅਹੁਦੇ ਵਾਸਤੇ ਕੁੱਲ 30 ਅਰਜ਼ੀਆਂ ਆਈਆਂ ਸਨ।

2018 ਦੀਆਂ ਚੋਣਾਂ ਵਿੱਚ ਸੱਤਾਧਾਰੀ ਡੱਗ ਮੈਕੱਲਮ ਦੀ ਸਲੇਟ ਨੇ ਇਹ ਚੋਣ ਵਾਅਦਾ ਕੀਤਾ ਸੀ ਕਿ ਜਿੱਤਣ 'ਤੇ ਉਹ ਸਿਟੀ ਹਾਲ 'ਚ ਐਥਿਕਸ ਕਮਿਸ਼ਨਰ ਲਿਆਉਣਗੇ ਤਾਂ ਕਿ ਜਿਵੇਂ ਬੀਤੇ 'ਚ ਸਿਟੀ ਹਾਲ ਅੰਦਰ ਭਾਈ-ਭਤੀਜਾਵਾਦ, ਸਿਫਾਰਸ਼ਾਂ ਅਤੇ ਕੁਝ ਹੱਦ ਤੱਕ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਚੱਲਣ ਦੇ ਦੋਸ਼ ਲਗਦੇ ਰਹੇ ਹਨ, ਅਜਿਹਾ ਭਵਿੱਖ 'ਚ ਨਾ ਹੋ ਨਾ ਹੋ ਸਕੇ।

ਸ਼ਹਿਰ ਦੇ ਲੋਕਾਂ ਦੀ ਮੰਗ ਹੈ ਕਿ ਐਥਿਕਸ ਕਮਿਸ਼ਨਰ ਬੀਤੇ 'ਚ ਹੋਈਆਂ ਕਥਿਤ ਧਾਂਦਲੀਆਂ ਦੀ ਵੀ ਜਾਂਚ ਕਰੇ ਤਾਂ ਕਿ ਲੋਕਾਂ ਨੂੰ ਪਤਾ ਲੱਗੇ ਕਿ ਕਿਵੇਂ ਕੁਝ ਵੱਡੇ ਬਿਲਡਰ ਸਿਟੀ ਹਾਲ 'ਚ ਆਪਣੇ ਸਬੰਧ ਵਰਤ ਕੇ ਆਮ ਲੋਕਾਂ ਤੋਂ ਪਹਿਲਾਂ ਅਤੇ ਕਿਸੇ ਹੱਦ ਤੱਕ ਅਨੈਤਿਕ ਕੰਮ ਕਰਵਾਉਂਦੇ ਰਹੇ। ਅਜਿਹੇ ਲੋਕ ਬੇਸ਼ੱਕ ਆਮ ਲੋਕਾਂ ਦਾ ਹਿੱਸਾ ਹੋਣ, ਸਿਟੀ ਹਾਲ ਦੇ ਕਰਮਚਾਰੀ ਹੋਣ ਜਾਂ ਸਾਬਕਾ ਮੇਅਰ-ਕੌਂਸਲਰ, ਸਭ ਨੂੰ ਜਾਂਚ ਦੇ ਘੇਰੇ 'ਚ ਲੈਣਾ ਚਾਹੀਦਾ ਹੈ।

City Council appoints Surrey’s first Ethics Commissioner

The City of Surrey is the first municipality in British Columbia to establish the position of Ethics Commissioner. After a nationwide search for a suitable candidate and the receipt of applications from over 30 well qualified candidates, Council has unanimously appointed Reece Harding as the City of Surrey’s first Ethics Commissioner. Mr. Harding is a partner with Young, Anderson and has extensive experience working with local governments on an operational, administrative, and elected level. He has appeared on behalf of local governments in every level of court in Canada.

“While there was no shortage of qualified candidates for the position of Ethics Commissioner, Reece Harding’s comprehensive experience in municipal law, advising elected officials on responsible conduct, and conflict resolution and his high standing among his peers makes him the right person to fill this important role at the City of Surrey,” said Mayor Doug McCallum. “On behalf of Council, I want to congratulate Reece as he begins his new duties as Ethics Commissioner. I would also like to thank the Ethics Selection Committee for their diligence and hard work in assisting the City in the recruiting process.”

As an independent officer, the role of the Ethics Commissioner role is to advise and assist Council on how best to enhance open, transparent, and accountable governance. The mandate of the Ethics Commissioner’s also includes the authority to investigate complaints and make disciplinary recommendations to Council.
