ਬਿਰਤਾਂਤ ਸਿਰਜਣ ਦੀ ਕਿਸੇ ਅੰਦੋਲਨ ਵਿਚ ਵੱਡੀ ਭੂਮਿਕਾ ਹੁੰਦੀ ਹੈ ਜੇ ਸੜਕ 'ਤੇ ਨਿੱਕਲੇ ਲੋਕ ਫੌਜ ਹਨ ਤਾਂ ਬਿਰਤਾਂਤ ਉਹ ਹਵਾਈ ਫੌਜ ਹੈ ਜੋ ਜ਼ਮੀਨੀ ਫੌਜ ਦੀ ਵਿਰੋਧੀ ਫੌਜ ਦੇ ਹਮਲੇ ਤੋਂ ਬਚਾਵ ਦਾ ਕੰਮ ਕਰਦੀ ਹੈ ਅਤੇ ਆਪਣੇ ਨਿਸ਼ਾਨੇ ਵੱਲ ਅੱਗੇ ਵਧਣ ਲਈ ਜਾਇਜ਼ਤਾ (ਵਿਚਾਰਕ ਢਾਲ) ਬਣਾਉਂਦੀ ਹੈ।ਬਿਰਤਾਂਤ ਕਿਸੇ ਵੀ ਅੰਦੋਲਨ ਨੂੰ ਸਫਲ ਜਾਂ ਅਸਫਲ ਬਣਾਉਣ ਵਿੱਚ ਵੱਡੀ ਭੂਮਿਕਾ ਅਦਾ ਕਰਦਾ ਹੈ ।

ਮੌਜੂਦਾ ਖੇਤੀ ਅੰਦੋਲਨਾਂ ਦੀ ਇੱਕ ਵੱਡੀ ਪ੍ਰਾਪਤੀ ਇਹ ਹੈ ਕਿ ਪਹਿਲੇ ਦਿਨ ਤੋਂ ਹੀ ਕਿਸਾਨ, ਖ਼ਾਸਕਰ ਪੰਜਾਬੀ ਕਿਸਾਨ ਆਪਣਾ ਏਜੰਡਾ ਆਪ ਤੈਅ ਕਰਨ ਅਤੇ ਬਿਰਤਾਂਤ 'ਤੇ ਹਾਵੀ ਰਹਿਣ ਵਿੱਚ ਸਫਲ ਰਹੇ ਹਨ।

ਕਿਸਾਨਾਂ ਦਾ ਮੱਥਾ “ਗੋਦੀ ਮੀਡੀਆ”, “ਆਈ ਟੀ ਟਰੌਲ(ਭਰਮਾਊ)” ਅਤੇ “ਭਗਤਾਂ” ਵੱਲੋਂ ਰੈਲੀਆਂ, ਟੀ ਵੀ, ਅਖ਼ਬਾਰਾਂ, ਸੋਸ਼ਲ ਮੀਡੀਆ ਵਰਗੇ ਸਭ ਹੱਥਕੰਡੇ ਵਰਤ ਕੇ ਆਪਣੇ ਮੋਦੀ, ਡਰ, ਨਫ਼ਰਤ ਅਤੇ ਰਾਸ਼ਟਰਵਾਦ ਦੇ ਅਜ਼ਮਾਏ ਹੋਏ ਫ਼ਰਮੇ ਵਰਤ ਕੇ ਅਜੰਡਾ ਸੈੱਟ ਕਰਨ ਤੇ ਦਬਦਬੇ ਵਾਲੇ ਬਿਰਤਾਂਤ ਸਿਰਜਣ ਦੀ ਮਾਹਰ ਛਲੇਡਾ ਭਾਜਪਾ ਨਾਲ ਲੱਗਾ ਹੋਇਆ ਸੀ।

ਪਰ ਇਸ ਵਾਰ ਆਪਣੇ ਵਿਰੋਧੀਆਂ ਨੂੰ ਬੌਨੇ ਸਮਝਣ ਕਾਰਨ ਹੰਕਾਰੀ ਹੋਈ ਭਾਜਪਾ ਮਾਤ ਖਾ ਗਈ ਹੈ। 5 ਜੂਨ ਨੂੰ '' ਆਰਡੀਨੈਂਸ '' ਆਉਣ ਸਾਰ ਹੀ ਕਿਸਾਨ ਯੂਨੀਅਨਾਂ, "ਪੰਜਾਬੀ ਟ੍ਰਿਬਿਊਨ” ਵਰਗੇ ਅਖਬਾਰਾਂ ਅਤੇ ਜਨਤਕ ਬੁੱਧੀਜੀਵੀਆਂ ਨੇ ਵਿਰੋਧੀ ਮੁਹਿੰਮ ਚਲਾ ਦਿੱਤੀ ਸੀ। ਭਾਜਪਾ ਨੂੰ ਆਪਣੇ ਭਰੋਸੇਯੋਗ ਭਾਈਵਾਲ "ਅਕਾਲੀ ਦਲ" ਤੇ ਕਿਸਾਨਾਂ ਨੂੰ ਇਹਨਾਂ ਦੇ ਫਾਇਦੇ ਸਮਝਾ ਸਕਣ ਦੀ ਸਮਰੱਥਾ ਤੇ ਯਕੀਨ ਸੀ। ਪਰ ਬੇਦਿਲ ਅਤੇ ਆਪਣਾ ਕੋਰ ਆਧਾਰ ਗਵਾ ਚੁੱਕੇ ਅਕਾਲੀ ਕਿਸਾਨਾਂ ਨੂੰ "ਸੁਧਾਰ ਕਾਨੁੰਨ" ਸਮਝਾਉਣ ਵਿੱਚ ਇਸ ਹੱਦ ਤੱਕ ਫ਼ੇਲ੍ਹ ਹੋਏ ਕਿ ਉਹਨਾਂ ਨੂੰ ਗੱਠਜੋੜ ਛੱਡ ਕੇ ਖੁਦ ਸਰਕਾਰ ਤੋਂ ਬਾਹਰ ਹੋਣਾ ਪਿਆ।

18 ਸਤੰਬਰ ਨੂੰ ਸੰਸਦ ਵਿਚ ਆਰਡੀਨੈਂਸ ਆਉਣ ‘ਤੇ ਪੂਰੇ ਰਾਜ ਵਿਚ ਹਾਹਾਕਾਰ ਮੱਚ ਗਈ। ਸਾਰੇ ਸੂਬੇ ਵਿੱਚ ਬੰਧ, ਧਰਨੇ ਤੇ ‘ਰੇਲ ਰੋਕੋ’ ਮੁਜ਼ਾਹਰੇ ਚਲ ਪਏ। ਪ੍ਰਸਿੱਧ ਗਾਇਕ, ਸੋਸ਼ਲ ਮੀਡੀਆ ਸਿਤਾਰੇ, ਬੁੱਧੀਜੀਵੀ ਆਦਿ ਕਿਸਾਨ ਯੂਨੀਅਨਾਂ ਦੀ ਧਿਰ ਬਣ ਗਏ। ਕੰਵਰ ਗਰੇਵਾਲ ਵਰਗੇ ਗਾਇਕਾਂ, ਲੱਖਾ ਸਿਧਾਣਾ ਵਰਗੇ ਪ੍ਰਸਿੱਧ ਅੰਦੋਲਨਕਾਰੀ, ਦੀਪ ਸਿੱਧੂ ਵਰਗੇ ਫੇਸਬੁੱਕ ਸਿਤਾਰਿਆਂ ,ਨੇ ਕੋਠੇ ਚੜ੍ਹ ਕੇ ਘੋਲ ਦਾ ਹੋਕਾ ਦਿੱਤਾ।

ਇਹ ਬਿਰਤਾਂਤ ਤਿੰਨਾਂ ਕਾਨੂੰਨਾਂ, ਸਰਕਾਰ, ਮੋਦੀ ਤੇ "ਅਡਾਨੀ-ਅੰਬਾਨੀ" ਦੇ ਵਿਰੁੱਧ ਆਮ ਬੋਲੀ ਵਿੱਚ ਬੁਣਿਆ ਗਿਆ। ਇਹਨਾਂ ਕਾਨੂੰਨਾਂ ਨੂੰ "ਦਿੱਲੀ ਦਰਬਾਰ ਦਾ ਧੱਕਾ" ਦੇ ਇਤਿਹਾਸਕ ਤਾਣੇ ਪੇਟੇ ਵਿਚ ਛਾਇਆ ਕੀਤਾ ਗਿਆ।

ਇਸ ਬਿਰਤਾਂਤ ਨੂੰ ਪ੍ਰਸਾਰਿਤ ਕਰਨ ਵਿਚ ਸਹਾਇਤਾ ਕਰਨ ਲਈ ਬਹੁਤ ਸਾਰੇ ਸਥਾਨਕ ਅਤੇ ਐਨ ਆਰ ਆਈ ਡਿਜਿਟਲ ਚੈਨਲਾਂ ਦਾ ਪੰਜਾਬ ਵਿੱਚ ਸ਼ੁਰੂ ਹੋਣਾ ਵੀ ਇਸ ਘੋਲ ਦੀ ਖ਼ਾਸੀਅਤ ਹੈ। ਪ੍ਰਾਈਮ ਐਸ਼ੀਆ , ਪ੍ਰੋ-ਪੰਜਾਬ ਇਸਦੇ ਦਮਦਾਰ ਉਦਾਹਰਣ ਹਨ ।ਇਸ ‘ਤੇ ਕਲਿੱਪਾਂ ਤੇ ਇੰਟਰਵਿਊ ਸਾਂਝੇ ਕੀਤੇ, ਟਿੱਪਣੀਆਂ ਕੀਤੀਆਂ ਅਤੇ ਸੰਸਾਰ ਭਰ ‘ਚ ਬੈਠੇ ਪੰਜਾਬੀਆਂ ਦੁਆਰਾ ਸੋਸ਼ਲ ਮੀਡੀਆ ‘ਤੇ ਬਹਿਸ ਅਤੇ ਸ਼ੇਅਰ ਕੀਤੀ ਗਈ ।ਕਿਸਾਨ ਯੂਨੀਅਨਾਂ ਦੇ ਆਪਣੇ ਫੇਸਬੁੱਕ ਪੇਜਾਂ ‘ਤੇ ਗਤੀਵਿਧੀਆਂ ਬਾਰੇ ਅਪਡੇਟ ਵੀ ਦਿੱਤੇ ਜਾਂਦੇ ਰਹੇ। ਖੁਦ-ਬਿਰਤਾਂਤ ਨੂੰ ਪੂਰੀ ਤਰ੍ਹਾਂ ਪ੍ਰਦਰਸ਼ਿਤ ਕਰਨ ਦੀ ਮੰਗ ਨੇ ਆਪਣੇ ਚੈਨਲਾਂ ਦੀ ਹੋਂਦ ਨੂੰ ਇਸ ਅੰਦੋਲਨ ਨੇ ਉਭਾਰਿਆ ਹੈ।

ਭਾਜਪਾ ਦੇ ਹਰਦੀਪ ਪੁਰੀ ਵਰਗੇ ਮੰਤਰੀਆਂ ਨੂੰ ਬਿੱਲ ਦੀਆਂ ਖੂਬੀਆਂ ਦੱਸਣ ਅਤੇ ਕਿਸਾਨੀ ਨੂੰ ਅਜ਼ਾਦ ਕਰਨ ਵਾਲਾ ਦੱਸਣ ਬਾਰੇ ਬਹਿਸ ਕਰਨ ਲਈ ਆਉਣ ਤੱਕ ਬਹੁਤ ਦੇਰ ਹੋ ਚੁੱਕੀ ਸੀ। ਉਨ੍ਹਾਂ ਦੀ ਗੱਲ ਤੇ ਕਿਸੇ ਨੇ ਕੰਨ ਨਹੀਂ ਧਰਿਆ। ਇਸ ਦੌਰਾਨ ਕੌਮੀ ਮੀਡੀਆ, ਐਨ.ਡੀ.ਟੀ.ਵੀ. ਅਤੇ ਬੀਬੀਸੀ-ਪੰਜਾਬੀ ਨੂੰ ਛੱਡ ਕੇ ਇਸ ਅੰਦੋਲਨ ਨੂੰ ਅਣਦੇਖਿਆ ਕੀਤਾ। ਅਕਤੂਬਰ ਅਤੇ ਨਵੰਬਰ ਵਿਚ ਰਾਜ ਦੀ “ਰੇਲ ਨਾਕਾਬੰਦੀ” ਕਰਨ ਅਤੇ ਕੇਂਦਰ ਦੀ ਜ਼ਿਦ ਤੇ ਹੰਕਾਰ ਨੇ ਘੋਲ ਨੂੰ ਹੋਰ ਤੇਜ਼ੀ ਬਖ਼ਸ਼ੀ।

“ਦਿੱਲੀ ਚਲੋ”ਦੀ ਮੁਹਿੰਮ ਦੌਰਾਨ ਟਰੈਕਟਰ-ਟਰਾਲੀਆਂ, ਲੋਕਾਂ ਅਤੇ ਰਸਦ ਪਾਣੀ, ਵੱਡੇ ਪੱਧਰ ਤੇ ਚੱਟਾਨੀ-ਰੋਕਾਂ ਨੂੰ ਚੀਰਦੀ ਲਾਮਬੰਦੀ ਦੇ ਨਾਲ ਨਾਲ ਪੰਜਾਬੀ ਚੈਨਲ ਸਮੂਹਾਂ ਨੇ 6 ਵੱਖ-ਵੱਖ ਮਾਰਗਾਂ ਤੋਂ ਚੱਲਦੇ ਕਾਰਵਾਂ ਨੂੰ ਸਿੱਧਾ ਪ੍ਰਸਾਰਿਤ ਕੀਤਾ।

ਜਦੋਂ ਤੱਕ ਕੇਂਦਰ ਸਰਕਾਰ ਅਤੇ ਇਸਦੇ "ਗੋਦੀ ਮੀਡੀਆ", "ਆਈ ਟੀ ਯੋਧਿਆਂ" ਅਤੇ "ਭਗਤਾਂ" ਦੀ ਨੀਂਦ ਖੁੱਲ੍ਹੀ "ਘੋੜਸਵਾਰ" ਕਿਸਾਨ ਪਹਿਲਾਂ ਹੀ ਦਿੱਲੀ ਦੇ ਦਰਵਾਜ਼ੇ 'ਤੇ ਸੀ ਅਤੇ ਦੁਨੀਆ ਭਰ ਦੇ ਪੰਜਾਬੀ ਉਨ੍ਹਾਂ ਨੂੰ ਟੀਵੀ ਬਹਿਸਾਂ, ਫੇਸਬੁੱਕ ਪੋਸਟਾਂ ਅਤੇ ਟਵਿੱਟਰ ਰਾਹੀਂ “ਬਿਰਤਾਂਤ ਜੰਗ” ਦੇਣ ਵਿੱਚ ਜੁਟ ਚੁੱਕੇ ਸਨ।

ਜਿੱਨਾਂ ਚਿਰ ਕੇਂਦਰ ਇਸ “ਬਿਰਤਾਂਤ ਯੁੱਧ “ ਵਿੱਚ ਪਿੱਛੇ ਹੈ ਉਸ ਕੋਲ ਵਿਕਲਪ ਘਟ ਹਨ ।1980ਵਿਆਂ ਵਿੱਚ ਇਸ “ਬਿਰਤਾਂਤਕ ਲੜਾਈ “ ਨੂੰ ਜਿੱਤ ਕੇ ਅਤੇ ਮੁਲਕ ਦੀ ਜਿਅਦਾਤਰ ਵਸੋਂ ਨੂੰ ਆਪਣੇ ਹੱਕ ਵਿੱਚ ਭੁਗਤਾ ਕੇ ਹੀ ਉਸ ਵੇਲੇ ਦੀ ਕਾਂਗਰਸ ਸਰਕਾਰ ਹਕੂਮਤੀ ਜਬਰ ਢਾਹ ਸਕੀ ਸੀ।ਪੰਜਾਬ ਨੂੰ ਆਪਣੇ ਇਤਿਹਾਸ ਦੇ ਇਸ ਜਰੂਰੀ ਸਬਕ ਤੋਂ ਲਗਾਤਾਰ ਸੇਧ ਲੈਣੀ ਪਵੇਗੀ ।

“ਜੁਝਾਰੂ ਪੰਜਾਬੀਆਂ” ਨੇ “ਭਾੜੇਦਾਰ ਭਗਤ ਸੈਨਾ” ਵੱਲੋਂ ਖਾਲਿਸਤਾਨੀਆਂ, ਨਕਸਲੀਆਂ, ਦੇਸ਼ ਵਿਰੋਧੀ, ਵਿਗੜੇ-ਅਮੀਰ-ਕਾਕੇ ਹੋਣ ਦੇ ਦੋਸ਼ਾਂ ਦਾ ਠੋਕ ਕੇ ਜਵਾਬ ਦਿੱਤਾ। ਨਾਲ ਹੀ ਉਹਨਾਂ ਕਿਸਾਨੀ ਨੂੰ ਬਹਾਦਰ, ਸਿਰੜੀ ,ਅਹਿੰਸਕ, ਜ਼ਿੰਮੇਵਾਰ, ”ਆਤਮ ਨਿਰਭਰ” ਅਤੇ ਵੱਡੇ ਦਿਲ ਵਾਲੇ ਦਿਖਾਇਆ। ਦਿੱਲੀ ਵਿੱਚ ਵੀ ਬਹੁਤ ਸਾਰੇ ਲੋਕਲ ਚੈਨਲ ਕਿਸਾਨਾਂ ਦੇ ਹੱਕ ਵਿੱਚ ਆਣ ਖੜੇ ਹੋਏ ਹਨ ।ਇਸ ਨੇ ਕਿਸਾਨੀ ਦੀ ਵਧਦੀ ਰਸਦ ਭਰਾਈ ਅਤੇ ਲਾਮਬੰਦੀ ਵਿੱਚ ਵਾਧਾ ਵੀ ਯਕੀਨੀ ਬਨਾਉਣ ਵਿੱਚ ਮਦਦ ਕੀਤੀ।

“ਬਿਰਤਾਂਤ ਯੁੱਧ” ਦਾ ਜਾਰੀ ਰਹਿਣਾ ਦਿੱਲੀ ਗਲਿਆਰੇ ’ਤੇ ਲੜਦੇ ਦ੍ਰਿੜ ਕਿਸਾਨਾਂ ਦੇ ਲੰਬੇ “ਅਕਾਊ-ਥਕਾਊ ਯੁੱਧ” ਲਈ ਬਹੁਤ ਅਹਿਮ ਹੈ।

“Battle of Narratives”

Narratives play a big role in agitations .If people on the street are like armies ,narrative is like the airforce giving the ground force cover and legitimacy to advance its aim.Narratives play a big part in advancing or harming the cause of any movement .

One of the most heartening features of the current farm agitations has been the success of Farmers and especially from Punjab to set their own agenda and dominate the narrative right from the inception .

Facing the farmers was the formidable BJP ,master of setting agendas and dominating narratives through its core templates of Modi ,Fear ,Hatred and Nationalism by its formidable army of “Godi media” ,”IT Trolls” and “Bhagats” propogating endless lies through rallies,TV,newspapers,Social media etc .

However ,this time due to its arrogance and underestimating its opponents BJP fell short.Right from the inception of the “ordinances “ on June 5 ,farmer unions and newspapers like “Punjabi tribune” and public intellectuals began a campaign against them .BJP relied on its trusted partners “Akali Dal” to explain to the farmers the benefits of this measure .The discredited and half hearted Akalis failed miserably to sell the “reforms” to their core support bank to such an extent that they themselves had to leave government and snap their alliance with BJP.

By the time the two ordinances were passed in parliament on 18th September ,the whole state arose in a furore .Bandhs,Dharnas,Rail rokos followed throughout the state .Popular singers,social media stars,intellectuals and others joined the Peasant unions .Singers like Kanwar Grewal ,Popular agitationists like Lakha Sidhana,Facebook stars like Deep Sidhu ,Public intellectuals like Devendra Sharma and numerous others amplified the message .

The narrative that was built was against the three laws ,government “modi” and the corporates “adani-ambani” in popular lingo .These laws were seen in historical continuity of “Dhakka by Delhi Durbar “ .

One new feature that helped in circulating and amplifying this narrative are the numerous local and NRI digital channels who have come up in Punjab and among the diaspora .Prime Asia, Pro Punjab etc are some notable examples .There clips and interviews were shared ,commented and debated on social media by the Punjabis from all over the world. Facebook pages of unions also gave updates about their activities .How your own narrative requires your own channels was amply demonstrated by this movement. When BJP sent its union ministers like Hardeep Puri to argue about the merits of the bill and how they will make farmers “independent “ it was too late .No one was willing to listen to them .All this while the national media except a few like NDTV and BBC Punjabi kept quiet ignoring the agitation which picked up momentum in October and November helped by centre’s obduracy and arrogance including the “rail blockade” of the state .

“Delhi Chalo “ which saw massive mobilisation of Tractor-Trolleys,people and logistics tore through barricades was covered live by a battery of “embedded “Punjabi channels who drove along the cavalcades from 6 different routes .

When Centre govt and its “Godi media” , “IT warriors” and “Bhagats” finally woke up ,the “Cavalry” of farmers was already at the gates of Delhi and the Punjabis from all over the world had mobilised to give them cover in the “battle of narratives” through TV debates,Facebook posts and Twitter battles .

The success of the “passionate punjabis” in countering the “mercenary Bhagat army “ and their charges of farmers being Khalistanis,Naxalites,Anti nationals,Rich -spoilt brats has been substantive .At the same time they have succeeded in showing the Kisans to be brave,resilient,non violent ,responsible,”atam nirbhar” and large hearted.This has ensured that support for farmers keep on mounting and crowds are swelling in for the farmers cause .

As long as the state lags in the “battle of narratives” its options gets limited .Punjab has seen the cost of losing the “ battle of narratives “ in the 1980s where by dominating narrative and acquiring substantial support for itself , the state was able to unleash its repressive forces on Punjab .

As this “battle of narratives” continue ,it will be crucial to stay ahead in this long “war of attrition” which is being waged by the determined “Kisan armies” on Delhi’s borders .
